It's an awful deal. It is similar to the new Miller Park deal, where its city owned, but the team lease it and the team had a ton of leverage.
That said, it's part of a larger tax that's been in place for 30 years and led to a ton of city upgrades like the existing arena, a new conference center, new parks and a complete restructure of the area. The city was a trash pit before it was implemented and now downtown is quite nice. Also, the Thunder were as good as gone if it didn't go through. It's one of the few additional taxes where you can actually see city improvement.
