To me, they want a hierarchy with the match ref on top and VAR below it. It should, however, be seen as a team.
VAR refs, at the moment, are hesitant to overrule a call in fear of making the match ref look incompetent. They are hiding behind "clear and obvious" to back him.
To be honest, folks want match refs to go to the monitor more. If they are still incapable of deciding correctly, something has to give. I understand the subjectivity surrounding some fouls, but it's the blatant ones that are head scratching.
EDIT: Mike Dean, in an interview, has come out and stated he made a mistake in the Chelsea-Tottenham match a year ago -- Cucurella's hair was pulled. Dean was on VAR and stated he didn't want to send the match ref to the screen because of what had been going on in the game. He goes on to say he didn't want to set him up because he's his mate...
