Yes, PER is very limited and all, with perhaps it's main value being that it can be taken way back into league history in a way that many otherwise better stats can't.
Right now, 3 of the top-5 all time PER seasons are from this year. It's possible (probable) that that will come back a bit by the time 82 games are complete but that does seem pretty remarkable. Especially when no other league year has more than one player in the top-20.

I expect that this is at least partially related to the number of minutes taken up by deep bench players/2-way guys/emergency signings as teams went through COVID protocol issues. As PER is scaled to league average each season, in a season with a lot more minutes given to guys who wouldn't normally be good enough to see the court would change the scaling so that all the non-emergency fill-ins get scaled a bit higher.
