Well, first we have to understand that exactly zero people responded to his post. this is the best way to deal with people like this--ignore their stupidity.
Second--I read your complaint, and sent a PM to An Unbiased Fan, saying that talking a little smack from time to time is acceptable. Making a habit out of it, especially to the point where it inhibits the ability of other posters to enjoy the boards, will get him suspended or banned.
Technically, it's hard NOT to bait people. If I went on the Philadelphia Board, and said, "I don't think Elton Brand can rebound like he used to, so unless he gets a midrange game, he's going to be a really expensive, mediocre player," is that baiting? It's not as bad, but still.
I am totally sympathetic to people who want raise the tone of the PC board and stop the thread hijacking. (there will be some changes implemented very soon, btw.) At the same time, I also think that part of the fun of a board like this is being able to disagree in a joking or friendly manner. Different people have different ideas about what is funny. Non mean-spirited jokes...always welcome. Occasional smack or even insults...comes with the territory. Regular disparaging comments...not acceptable.
I think this situation was handled perfectly. The stupid post was ignored, a PM was sent to let the person know that continual posts of that type wouldn't be accepted.
