Yeah, once the city agrees to pay for 90% of it, just like everything else the Magic do. They've been "building" that thing for years. Here's a shot of the amazing progress they've made:

No, the tourist tax is going to other things, such as making the Citrus Bowl suck slightly less (always a worthwhile endeavor, or so they think.) The Magic were supposed to pay for this, which is why it still hasn't gotten built over a decade later. Now they've forced the city to offer them an incentive package. The Magic wanted tourist tax money to renovate the arena, but they were denied (I wonder why.)

I'm curious as to why a lot of these teams have practice facilities so far from the actual game arena. Wouldn't it be more convenient to just have it like in same complex/district?

I can't speak for any of the other teams, since I don't know their logistics, but the Suns' practice facility is in a very upscale area — right where most of these players live. The arena is downtown, right in the center of the valley.
