I won't say any one player is the most overrated because I don't think it's possible to truly judge.
However, there were plenty of great players who are underrated by today's fan base.
Mark Price was one hell of a point guard. He ran an offense well. Plus, his shooting was downright deadly.
Jeff Hornacek was quite an effective player. He wasn't even close to being athletic, but he managed to play the game as well as most players did during his era. Very smart. Very crafty. I'm amazed that he's not coaching full time in the NBA.
Detlef Schrempf was another underrated player. He was extremely versatile on offense, capable of scoring from all over the court. Defensively, he played smart. He might not have been a stopper, but he wasn't a turnstile either.

Terrel Brandon - he carried a terrible Cavs team with zero talent to a .500 record for several years. His career was cut short but he was a very talented PG
Alonzo Mourning - for a player that was a dominate center throughout most of the 90s he doesn't get much love, too overshadowed by all of the other great centers then. When Zo came into the league he was viewed as Shaq's equal. Shaq was the beast but Zo was the complete package center that was going to be another Olajuwon or D Rob.
Charles Oakley - a very tough PF, the epitome of the most defensive and physical era of basketball
Reggie Miller - often remembered as a one dimensional shooter, he was one of the best SG's in the league for nearly 15 years and took Indiana deep in the playoffs consistently
Kenny Smith - a very solid pass first PG who was also a great shooter. A key part of the Rockets 2 championship runs.

Brad Daugherty and Mark Price only had a couple of good years in the 90s. They were injured prematurely preventing them from playing most of the decade like they should of.

1st overall picks ain't underrated by definition. Robinson and Daughtery are hereby eliminated from contention.

Good call on Hornacek. He's not a head coach right now, but he is coaching several Jazz players this year (AK47 most notably) on shooting as well as doing the occasional play by play for some Jazz games.
Another underrated 90's guy: "Fast" Eddie Johnson. He could really light it up from deep.
