A state appeals court has dismissed a significant hurdle to the Nets new arena complex in Brooklyn, which has led owner Bruce C. Ratner to announce that he intends to break ground this year.

“I’m honestly overjoyed,” Mr. Ratner, chief executive of Forest City Ratner Companies, said of the court decision, made on Tuesday and released on Friday. “This is a weight off my back.”

The arena will eventually be part of a housing and retail complex, but with the current state of the economy in question, it appears as though only the Nets will get their new home initially.
