Call me naive but wasn't this already an option? I mean CBA notwithstanding, I'd imagine something really bad would result in a lifetime ban. (Like a Richardson/Tarpley situation or something.)

How does this measure really provide any progress? Does it give any actual carte blanche or is it just a formality?

The NFL has been kicking around the idea of implementing an official lifetime ban since, IIRC, the 1980s. It almost was implemented in the early 1990s but, I think, the players

Pacman and Chris Henry are neck and neck in the race to have this Ruling named after them...

Hopefully, Pacman learns from this and avoids getting into trouble from now on...
But then again, chances of that are probably as slim as me winning tomorrow's $10 Million Super 7 Jackpot....
